Dr Przemysław Roguski is a Lecturer in Law at the Jagiellonian University in Kraków (Poland) and an expert on cybersecurity and international law at the Kościuszko Institute. His research focuses on the law of peacetime cyber operations and different aspects of international law relating to cybersecurity, ICT and internet governance. He is a former visiting fellow at the Hague Program for Cyber Norms and a regular speaker on cyber issues at international conferences and workshops (Hague Cyber Norms Conference 2018, CyCon 2019, CyCon 2020).
Przemysław holds law degrees from the University of Mainz (Germany), Trinity College Dublin (Ireland) and a PhD in international law from Jagiellonian University. His PhD thesis on “Cyber Operations in International Law” has been awarded the Marian Rejewski Prize by the Polish Ministry of Defence.
